Why is the only available group to submit to is Featured, even though there are others? Features is even full.

Well after several attemps the only way I could submit was through submit a fave then chose your gallery. There was no message sent to me but it says they are accepted and I can see that they are. Thank you so much. Not sure why this works that way but I am thrilled it worked.
